2023 Conditional Release Program (CONREP) SVP Housing Committee Meetings

NOTICE OF HOUSING COMMITTEE MEETING

The Department of State Hospitals is required to convene a committee of specified county participants to consult in the process of securing housing within the county for individuals committed pursuant to the sexually violent predator law who are approved by the court to be conditionally released pursuant to Welfare and Institutions Code section 6608.5. These individuals have been found by the court to no longer be a danger to the health and safety of others in that it is not likely the person will engage in sexually violent criminal behavior due to the person’s diagnosed mental disorder under supervision and treatment in the community. As such, the court has already approved placement of the individual in the Department of State Hospitals' conditional release program (CONREP).

The purpose of a Housing Committee Meeting is to consult with county participants, specified in law, on CONREP SVP placement locations within the county as described above. The purpose of these meetings is not to determine if an individual is to be released into CONREP SVP as the court has already approved the individual for release into CONREP SVP and to be placed into the county.

Once a CONREP SVP placement location is recommended or proposed, the Department of State Hospitals will provide notice to the listed parties in Welfare and Institutions Code section 6609.1, at least thirty (30) days prior to the date the court has designated to consider the recommended or proposed placement location. No placement into CONREP SVP will occur until the court considers all comments submitted pursuant to Welfare and Institutions Code section 6609.1 and orders such placement.

The Department of State Hospitals contracts with Liberty Healthcare to provide CONREP SVP services to individuals in the program including, but not limited to, locating and assessing prospective placement, and providing monitoring, supervision, treatment, and other supportive services 24-hours per day, 365 days per year. All persons and property entering the facility may be subject to search. No unauthorized weapons are allowed (Pen. Code, § 171b). No food or drink, except bottled water, is allowed in the meeting room space. The Allenby building in Sacramento, and other noticed meeting locations, are public buildings; we ask that public visitors comply with posted rules and regulations. The meeting location is not responsible for any personal items.
